Well he is a translator. He probably has to find books to help him translate. Also Koiwai isn't a bad parent. He taught Yotsuba not to lie,  smoking is bad, not to wander off in a huge crowd, and only allows her ONE piece of candy a day. And of course he doesn't try to shelter her like a lot of parents do now a days.
